Summary Job Responsibilities
Under the direct supervision of Head of Finance and Grants, this position will oversee and manage the Accounting unit and cash operation office. This includes supervising the accounting and cash operation office, producing quality financial reports and perform regular analysis for the management and HQ, and ensuring adherence to the GAAP, organizational policy and best practices in accounting methods/principles.
The Accounting Manager will manage the following duties and responsibilities:
Primary Responsibilities
- Ensure Country office cash books and bank books data are timely and accurately recorded in the accounting software based on the complete and accurate supporting documents with consistent coding
- Revaluation and reconciliation of all cash and bank is done and uploaded to the accounting software
- Ensure monthly staff salaries and benefits allocation of the country office as per the monthly timesheet data
- Review and analyze the staff and partner outstanding advances and perform follow-up actions for timely settlement
- Ensure proper revaluation of all balance sheet accounts, oversee currency exchange and financial transactions are following REACH
- Ensure monthly and quarterly financial reports are produced as per the set timeline and financial data meet the required quality such as timeliness, accuracy, completeness, consistency and relevancy to assist management in decision making
- Ensure the accurate calculation and dissemination of REACH’s monthly exchange rate
- Ensure the balance sheet accounts are reconciled on monthly and or on quarterly manner
- Prepare and analyze the monthly receivable and payable aging and perform follow-up actions to ensure timely collection/payment of these
- Manage country office cash flow to monitor and manage associated financial risks as well as to ensure sufficient availability of cash to support the project implementation activities
- Ensure accurate and consistent allocation of shared cost as per REACH’s cost policy
- Develop and analyze the monthly HR cost, shared office cost allocation and tracking reports
- Ensure the financial data in Sun system are timely and accurate as well as the proper functioning of the system
- Develop and produce Sun system reporting and analysis templates to meet various requirements for financial analysis, reporting and control
- To support internal and external audits to REACH
- Perform any other related duties as assigned by supervisor
Team Leadership
- Supervise, manage the accounting team to ensure full understanding and compliance of REACH and donor policies by the supervisees
- Supervise and mentor the accounting team, fostering a collaborative and high-performance culture
- Conduct regular performance evaluations, set goals, and provide professional development opportunities
Capacity Building and Supporting other Staff and Partners
- Provide the technical support to the other finance staff concerning with the Sun System accounting software such as budget uploading, financial template creation
- Provide support and Knowledge sharing regarding to the accounting practices, shared cost allocation mechanism, accounting and financial report timelines for better cooperation and collaboration to ensure financial data quality
- Provide technical support to implementing partners relating to accounting practices as necessary or upon request
Operations and Administration
- Supervise and oversee the cash office, banking processes, currency exchange with guidance from the supervisor
- Take lead in maintenance and communication with affiliated external parties related to the Sun accounting system
- Establish and monitor internal controls to safeguard assets.
- Ensure compliance with tax regulations and reporting requirements.
- Regularly report and communicate to the Thailand government authorities for organizational level financial reports
ESSENTIAL SKILLS
- Bachelor’s degree in Accounting, Finance, ACCA, CPA or CIMA qualified is preferred
- At least 5 years’ experience in related Project financial management and final financial reporting experience is preferred
- Excellent in written and spoken English and
- Must be Thai Nationality or Thai citizenship holder
- Advanced knowledge of excel, as well as understanding of word-processing, and power point
- Knowledge and experience in the use of accounting software, mainly Sun System
- Excellent organizational, planning, and interpersonal skills
- Proven track record on management skills (team management, people management)
- Experience of working in a multicultural, low-resource setting
- Ability to coach and provide training to technical and non-technical audiences
- Ability to establish priorities in a time sensitive environment and meet deadlines with strong attention to consistency, detail, and quality
- Excellent interpersonal skills, including cultural sensitivity, assertiveness and negotiating skills
- Ability to carry out the responsibilities independently with minimal technical support
