Responsibilities
Under the direct supervision of MEL Manager, the title will focus on these priority action areas:
- Monitor and evaluate public health and humanitarian projects.
- Supervise partner organizations’ data collection and entry systems, ensuring routine verification.
- Analyze data and create reports to track project progress using database tools.
- Collaborate with program staff on data-related activities and provide feedback to partners.
- Ensure smooth data flow for decision-making to relevant personnel and stakeholders.
- Conduct regular field visits to monitor project implementation and perform Routine Data Quality Assessments.
- Support the M&E Manager by reviewing the literature, conducting desk reviews, and submitting analysis reports.
- Develop and maintain training materials, conduct tailored training on presenting indicators, and design data collection tools.
- Review and clear M&E reports from REACH partner organizations, focusing on data quality.
- Provide accurate and timely information to senior management and team members.
- Support the M&E Manager in program evaluations, assessments, and disseminating results.
- Promote learning across programs through review meetings and publishing reports.
- Assess the M&E capacity of REACH partner organizations and develop capacity-building plans.
- Conduct regular monitoring visits to provide technical assistance on partners’ M&E systems
- Assist partners in utilizing electronic databases for accurate data collection, analysis, and dissemination.
- Provide inputs for survey/research design, sampling, and questionnaire development.
- Maintain regular contact with M&E focal persons from donor agencies, partner organizations, and stakeholders.
- Participate in the development of the team’s work plan and monthly cost estimation, communicating closely with REACH program team members for required operations.
- Perform other assigned duties by the MEL manager.
ESSENTIAL SKILLS
- Bachelor’s degree in Medicine.
- Master’s degree in Statistics, Research, Public Health, or Epidemiology is preferred.
- Minimum of three years of professional experience in executing and implementing monitoring, evaluation, health information systems, and related activities.
- Preferred experience in public health and humanitarian programs.
- A solid understanding of quantitative and qualitative research methodology is an asset.
- Proficiency in statistics, MS Office applications, statistical software, online data collection tools, and SQL databases.
- Experience in coordinating with local CSOs and communities to design and implement surveys and other data collection techniques.
- Fluency in both Myanmar and English.
- Ability to quickly understand the local cultural and political context, motivate others, and work successfully within these contexts.
