RTI is currently accepting applications for a Capacity Strengthening Consultant for Thailand. This position is for the USAID-funded Country Health Information Systems and Data Use program (CHISU) in Thailand, implemented by JSI Research & Training Institute, Inc. with RTI International (RTI), Vital Strategies, Macro-Eyes, Jembi Health Systems, and Global Evaluation and Monitoring Network for Health (GEMNet-Health).

This activity aims to support the Thailand Ministry of Public Health (MOPH) in the final stretch of eliminating malaria in the country. Thailand has set the national goal of zero local transmission of malaria by 2024 and has met the criteria for inclusion in the World Health Organization (WHO) E-2025 initiative, a program for countries that are on the cusp of eliminating malaria.

This consultant will lead work to improve and expand technical capacities regarding data access, use, and data analyses-to-policy translation at the national and provincial levels; supports the technical trainings and supports work to ensure that the technical capacities required to prevent and respond to malaria in high-risk areas is in place. Develop training material and tools in consultation with CHISU technical staff, in-country stakeholders, and the CHISU team. Holding training sessions in collaboration with DVBD, DDC MOPH, and Mahidol University. Transferring all relevant needed products or materials to DVBD.

Responsibilities

Deliverables:

In collaboration with DVBD, DDC MOPH, and Mahidol University, the consultant will develop and co-lead in-person training sessions that will provide practical, hands-on training to utilize Malaria Online, manage data with Excel, analyze data (using SPSS, Stata, or R and ArcGIS or QGIS), and understand policy and practice implications of the data. DVBD and provincial staff located in the six border provinces currently experiencing a resurgence of malaria cases will be prioritized for training.

The consultant will:

  • Hold training sessions and create training channels to reach local target audiences,
  • Develop training materials or tools, course outlines, etc.
  • Develop, disseminate, and analyze pre- and post-test training evaluation materials and reports

Qualifications

Minimum Required Education & Experience

Bachelor’s Degree and 8 years of experience, Master’s degree and 6 years of experience, PhD and 1 year of experience, or equivalent combination of education and experience.
