RTI is currently accepting applications for a Finance and Administration Officer for Thailand. This position is for the USAID-funded Country Health Information Systems and Data Use program (CHISU) in Thailand, implemented by JSI Research & Training Institute, Inc. with RTI International (RTI), Vital Strategies, Macro-Eyes, Jembi Health Systems, and Global Evaluation and Monitoring Network for Health (GEMNet-Health).

This activity aims to support the Thailand Ministry of Public Health (MOPH) in the final stretch of eliminating malaria in the country. Thailand has set the national goal of zero local transmission of malaria by 2024 and has met the criteria for inclusion in the World Health Organization (WHO) E-2025 initiative, a program for countries that are on the cusp of eliminating malaria.

Reporting to the Resident Advisor, the Finance and Administration Officer will perform a range of tasks to handle financial transactions and manage the project’s day-to-day administration, ensuring timely and quality implementation and compliance to all field operational policies and procedures.

This individual should have experience in providing finance and administrative support to organizations. She/he must be a Thai national. This position will be based in Bangkok, Thailand.

Responsibilities

Project finance and administrative duties include:

  • Managing payroll and employee benefits administration, including remittance of appropriate statutory contributions as required by labor laws;
  • Recording all financial transactions in QuickBooks and ensuring accurate bookkeeping and proper supporting documentation. This task also involves managing the project’s monthly financial close and preparing monthly financial reports;
  • Issuing payments to vendors and grantees, ensuring that they are issued in compliance with RTI and USAID financial accounting policies and procedures, and that they are in line with the project budget;
  • Coordinating timely processing and payment of all staff travel claims, vendor and supplier payments and other transactions with Regional Finance;
  • Ensure supporting documents of all transactions are complete and has proper approvals, and compliant with international supporting document guidelines and RTI Procurement procedures;
  • Monitor timely submissions of travel expense reports for payment processing;
  • Ensure timely liquidation and clearing of staff advances;
  • Ensure timely submission of timesheets for payroll processing;
  • Maintaining project electronic and paper files for personnel, procurement, and program activities
  • Scheduling appointments and sending official project correspondence, as needed;
  • Procuring project supplies and other equipment, which will involve handling purchase requests and orders
  • Arranging travel for project staff and partner representatives, including booking airfare, hotels, and providing per diem to staff and participants
  • Supporting recruitment of consultants and/ or contractors
  • Tracking staff paid time off and leave records, enrolling staff in medical insurance and social security programs, and other basic HR administration tasks
  • Ability to complete basic analysis data and routine report as assigned from time to time.
  • Other finance and administration-related tasks that may be assigned from time to time.

Qualifications

Master’s degree and 3 years of experience or Bachelor’s degree and minimum 5 years of relevant work experience.

Skills and Abilities

  • Proficiency in standard office computer applications (Office 365, MS Word, Excel, PowerPoint);
  • Basic knowledge in accounting software (QB), an advantage;
  • Ability to communicate and liaise verbally and in writing with partners/vendors/suppliers/visitors and staff, and interpret/respond clearly and effectively to verbal or written instructions;
  • Knowledge of USAID regulations, systems and procedures is preferred;
  • Results-oriented, team player and has excellent interpersonal skills;
  • Has initiative and can work with little supervision
  • Ability to work independently and within matrix project and program teams
  • Attention to detail and accuracy
  • Culturally sensitive and respectful
