Project Description

End Wildlife Crime is a five-year activity that builds upon the successes of prior USAID/RDMA CWT activities, notably the USAID Wildlife Asia Activity and the USAID Reducing Demand for Wildlife Activity. To combat the ongoing demand for wildlife parts and products, the EWC activity will build and expand upon this work by taking a whole of society approach. The activity will encourage all people, including young people, women, Indigenous communities, faith-based groups and environmental organizations, to join efforts in protecting wildlife and expands the role of civil society to become active participants in the fight against illegal wildlife trade.

Position Description 

RTI is seeking a Senior Finance and Administration Manager for the USAID End Wildlife Crime Activity. The Senior Finance and Administration Manager will provide oversight of the financial and administrative functions for the project.

 

This position will be based in Bangkok, Thailand, and will report to the Chief of Party.

 

Responsibilities

  • Oversee finance, human resources, logistics, procurement, administration, and information technology (IT) support to the project.
  • Oversee preparation and submission of financial statements and other cost accounting reports to RTI and USAID.
  • Ensure adherence to RTI and USAID financial and accounting policies and procedures.
  • Oversee subcontract and/or grants to local partners.
  • Provide training and guidance to field and subcontract/grantee finance managers and the Chief of Party on managing project expense to annual work plan and contract budgets, as needed.
  • Coordinate and consolidate the projection of monthly, quarterly, and annual expenditures and prepare pipeline estimates for the project.
  • Prepares biweekly cash requirements; monitors cash flow and reconciles cash accounts to maintain appropriate cash balances.
  • Provide leadership and support during project implementation and close-out regarding setting up the project office, bank account, operations and logistics, staff administration, etc.
  • Ensure appropriate systems and procedures are in place and timely and cost-effective, including cash management, vendor payments, and budgeting.
  • May serve as RTI’s country legal representative.
  • Supervises administrative and financial support team members.
  • Other duties as assigned by the Deputy Chief of Party

Qualifications

  • Bachelor’s degree and 12 years of experience, master’s degree and 10 years of experience, or equivalent combination of education and experience.
  • Demonstrated experience in the financial and administrative management of international-donor-funded projects, experience with USAID-funded projects strongly preferred.
  • Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, and procurement.
  • Demonstrated managerial experience and skills. Experience directly managing HR functions strongly preferred.
  • Familiarity with USG cost accounting standards and other finance and procurement standards strongly preferred.
