1. Background

The Lao and Luxembourg governments decided for the fifth Lao-Luxembourg Indicative Cooperation Programme (ICP V) to maintain and deepen collaboration nationally, but with emphasis on the provinces of Bokeo, Bolikhamxay, Khammouane and Vientiane, through following four sectoral programmes (2023-2027) with a total budget of approximately 100 million EUR, as follows:

• Health and Nutrition (H&N) with a budget of 32,5 million EUR.
• Local Development with a budget of 34 million EUR (including Swiss co-financing).
• Skills for Tourism, Agriculture and Forestry (STAF) with a budget of 25 million EUR (including Swiss and EU co-financing).
• Rule of Law, Access to Justice and Good Governance (ROLAG) with a budget of 9 million EUR.

The Health and Nutrition programme is the continuation and further expansion of two previous healthcare support initiatives named Lao-Luxembourg health sector support programme (LL-HSSP). The programme will work in close cooperation with the United Nations Joint Programme (UNJP), especially at the provincial level in the fields of Reproductive, Maternal, New-born, Child, and Adolescent Health (RMNCAH) and nutrition – latter in close concert with ongoing initiatives undertaken by Caritas Luxembourg.

2. OBJECTIVES

The primary goal of the International CD Adviser role is to effectively address and manage the challenges posed by prevalent infectious diseases, including malnutrition, in hospitals.

3. MAIN RESPONSIBILITIES

Specific duties and related tasks are categorized into four focus areas:

• Enhance infectious disease surveillance and reporting:
  • Implement a robust infectious disease surveillance system in provincial hospitals, ensuring timely reporting and analysis of disease trends.
  • Establish protocols for rapid data collection and reporting during disease outbreaks, facilitating early intervention and containment strategies.
  • Provide training to healthcare staff on effective surveillance techniques, case reporting, and data management.
• Improve infection prevention and control measures:
  • Conduct assessments of infection prevention and control practices in hospitals, identifying areas for improvement and implementing evidence-based interventions. Ensure that adequate provision is made for isolation of infectious patients in all relevant areas of the hospital.
  • Develop and deliver training programs for healthcare professionals on proper infection control measures, including hand hygiene, personal protective equipment (PPE) usage, and environmental sanitation.
  • Collaborate with hospital staff to ensure the availability and proper use of infection control resources, such as disinfectants and protective equipment.
• Strengthen diagnostics and treatment protocols:
  • Review and update diagnostic and treatment protocols for prevalent infectious diseases, including malnutrition (as an issue exacerbating the nutrition issues) incorporating the latest scientific advancements and global best practices.
  • Conduct training sessions for medical staff to enhance their proficiency in the diagnosis and treatment of common infectious diseases, emphasizing evidence-based approaches.
  • Establish a system for regular quality assessments of diagnostic services, ensuring accuracy and reliability in identifying infectious diseases.
• Collaboration with Provincial Health Department (PHD) and public health specialists:
  • Advise PHD on community-based awareness programs on preventive measures for infectious diseases, tailored to the local context and cultural sensitivities. Collaborate with Provincial Nutrition Committee.
  • Share relevant data on disease prevalence, emerging trends, and healthcare resource availability. Conduct joint training sessions to enhance the knowledge and skills of both hospital and public health staff, promoting a shared understanding of infectious disease challenges.

4. SKILLS REQUIRED FOR THE JOB

• Doctor of Medicine (MD) or equivalent qualification and valid license to practice medicine.
• Minimum of 7 years of clinical experience, with a focus on CD settings
• Certification/License or significant experience in Infectious disease management/communicable disease or a related specialty.
• Demonstrated ability to lead and collaborate with interdisciplinary healthcare teams, fostering effective communication and teamwork.
• Proven experience in implementing and overseeing quality-of-care initiatives, clinical protocols, and quality indicators.
• Experience as on the job trainer in healthcare facilities.
• Excellent English language skills.
• Thai/Lao language skills is an advantage.
• Previous experience in working with international organizations is an advantage.

5. CONDITIONS:

• Location: The CDA will be expected to work in Outpatient Department (OPD) and Inpatient Department (IPD) for a period of minimum 8 months, rotating between hospitals in Bolikhamxay, Vientiane Province, Khammouane and Bokeo province upon agreement with Programme management.
• Nature of the position: fixed-term contract, full time;
• Duration: 24 months (renewable);
• Expected starting date: as soon as possible, 01/03/2024;
• Salary will be calculated based on the experience and qualifications of the successful candidate.
