The Opportunity

The United States Agency for International Development (USAID) requires implementing partner support to establish and manage the Community Resilience Program (CRP). This program is based in Chiang Mai, Thailand to support activities that will sustain and strengthen community resilience in the region.

This is a full-time position based in Chiang Mai.

 About the Role

CRP is seeking a Monitoring, Evaluation and Learning (MEL) Officer to track each program activity in terms of monitoring and evaluation. The MEL Officer will prepare the M&E plan for each grant and input this into the grant database, and ensure each grant is tracked in terms of outputs and outcomes.  The MEL Officer must understand activity development and M&E oversight, ideally under USAID programming, and have a background in supporting CSOs and community activities.

Responsibilities: Under the supervision of the COP, the MEL Officer will:

  • Utilize practical tools/methodologies to assemble data to track program performance for CRP activities, including indicators and results;
  • Support the collection of primary and secondary baseline data for each grant to track key performance indicators;
  • Coordinate with the Program Development Officers to develop tailored, activity-level MEL plans to ensure robust, practical tools for output monitoring, and the identification of lessons learned to improve processes;
  • Conduct regular monitoring visits (in-person and/or remote) for priority activities selected in accordance with an agreed sampling strategy;
  • Support the collection of information from key stakeholders related to intended and unintended outcomes to inform cluster and program-level evaluations;
  • Establish and facilitate internal feedback forums on a regular basis to share accumulated learning across the program and advise on improvements to activity design and implementation processes;
  • Support the design and implementation of community-level conflict assessments to inform CRP intervention strategies in target areas through a conflict-sensitivity lens;
  • Ensure each grant is reviewed and properly documentd in terms of M&E throughout the entirety of the grant period;
  • Work with partners to build their MEL capacity to ensure compliance with USAID regulations and strengthen internal assessments.

Required Qualifications:

  • Prior experience in monitoring, evaluation, and/or project assessments, ideally under USAID activities
  • 4-6 years of MEL experience on small grants and/or community development programs
  • Demonstrated knowledge of Myanmar socio-political and culture issues
  • Prior experience and networks with civil society organizations and/or activities
  • Prior experience in project design and/or management
  • Bachelor’s degree or higher in relevant field
  • Commitment to team work
  • Ability and willingness to travel
  • Fluency in Burmese required and/or one of the Ethnic Nationality languages desired.

Highly Desired Qualifications: The following are highly desired but not required:

  • Experience with remote M&E
  • Experience with USAID development programs that manage small grants preferred
  • Demonstrated working proficiency in written and oral English.
  • Experience with activity design, development, and implementation.
