The Opportunity

The United States Agency for International Development (USAID) requires implementing partner support to establish and manage the Community Resilience Program (CRP). This program is based in Chiang Mai, Thailand to support activities that will sustain and strengthen community resilience in the region.

This is a full-time position based in Chiang Mai.

About the Role

CRP is seeking a Grants Manager to be the focal point in managing the CRP grants, working with both the program and operations teams to develop, monitor, and close grants. The Grants Manager must have a deep understanding of activity development and supervision in a grants program, ideally under USAID programming, and a background in supporting CSOs and community activities.

Responsibilities: Under the supervision of the DCOP, the Grants Manager will:

  • Develop and analyze budgets for allowability, allocability, reasonableness and consistency for proposed activities in coordination with the proposed local partners. The Grants Manager will work closely with the Program Development Officer on budget line items, quantity, and frequency/period of performance to be in line with activity design, excluding unit cost negotiations.
  • Negotiate, justify, and seek Operations Manager approval for salary rates for local partner personnel and independent consultant agreements.
  • Determine selection and award process for grants.
  • Draft all grant agreements for signature by the Chief of Party or her designee and ensure that all associated documentation has been completed by the relevant parties.
  • Ensure that the subsequent grant agreements and associated paperwork accurately reflect approved activities and are properly documented from start of implementation to grant close-down.
  • Monitor the grant financials to ensure that grant expenditures are in accordance with the grant ceilings. Take proactive steps to ensure compliance.
  • Monitor and evaluate the implementation of each activity through regular communication, and a thorough review of deliverables.
  • Provide regular updates for staff on grant implementation. Draft grant-related correspondence (letters of receipt, rejection letters, close-out letters etc.).
  • Coordinating with relevant staff to ensure that activity data is consistent and complete.
  • May travel to remote areas and work independently to monitor activities.

Required Qualifications:

  • 5-10 years of experience with grants management, including budgeting, logistics, disbursements, and performance
  • Familiar with USAID grants management rules and regulations
  • Prior experience and networks with civil society organizations and/or activities
  • Prior experience in project design and/or management
  • Bachelor’s degree or higher in relevant field
  • Demonstrated knowledge of Myanmar socio-political and culture issues
  • Commitment to team work
  • Ability and willingness to travel
  • Fluency in Burmese required and/or one of Ethnic Nationality languages desired

Highly Desired Qualifications: The following are highly desired but not required:

  • Experience with USAID development programs that manage small grants preferred
  • Demonstrated working proficiency in written and oral English.
  • Experience with activity design, development, and implementation.
  • 4-6 years of experience assessing political complexities and adapting programming based on analysis and research
