PUR is seeking a consultant or auditor to audit its A/R project in Thailand

Thamma Raksa is an agroforestry/reforestation (A/R) project in the Isaan region (mainly, Ubon Ratchathani, Amnat Charoen, and Surin provinces). The project aims to restore the degraded landscape and support farmers’ livelihoods. Since the project launch in 2013, PUR together with local partners (rice cooperatives) has planted more than 1 million trees with rice smallholders. In 2024, PUR seeks to expand and scale up its project operations in the region.

As part of its quality control framework, PUR mandates third parties to conduct periodic audits on projects implemented by PUR and its partners. These audits include a thorough desk review of the project documentation and deliverables, as well as reality checks on farms, following methodologies and protocols designed in-house by PUR.

The consultant, under the supervision and guidance of the PUR team, will have the responsibility to carry out the actions and submit the deliverables described in the Appendix.

Mission modalities:

The methodology of the audit as well as the data collection tools will be provided by PUR. The Auditor is not expected to design the audit methodology nor an impact study framework.

The mission is expected to require 50 to 60 days of work from the Auditor, including approx. 20 days of field data collection (execution and coordination by the auditor). This does not include the man-days of the field surveyors.

The total population of parcels for this audit is ∼1800. The sample of parcels to be visited is estimated to fall between 150 and 350 parcels but that remains to be determined based on the Auditor’s recommended sampling methodology.

Vehicles and devices for data collection are not provided. The data collection app requires Android devices.

The Auditor should send their proposal, including daily rates for their team, and per diem to cover transportation, food, and accommodation during the field data collection period.

The capacity to include a partner financial audit in the proposal (justifying relevant experience in the matter) will be considered a strong plus.

Appendix.

Step 1 – Introduction:

  • Introduction between the auditor and the PUR teams
  • Gather project context information based on the documentation shared by PUR, get familiar with the audit toolbox
  • With the support of PUR teams, inform the local partners’ teams of the objectives and course of the audit process
  • Deliverables: Minutes of meetings, Audit chronogram updated with new information from the meetings (if relevant)
  • Estimated number of days: 3 to 5 days

Step 2 – Desk review:

  • Assessment of the project’s documents and KPIs against PUR’s quality standard to identify good practices, errors and missing information
  • This means a thorough review of all deliverables (contracts, registries, attendance lists, nursery orders, etc.) for all waves and locations within the scope of the audit
  • Deliverables: Pre-field check overview template filled (Excel format)
  • Estimated number of days: 10 to 15 days

Step 3 – Local stakeholders’ consultation:

  • Challenge the results of the desk review with the PUR team
  • Interview the local partners to enrich the desk review and obtain clarifications
  • Calibrate the field check sample (i.e. list of parcels to be visited)
  • Deliverables: Pre-field check overview template updated (Excel format), audit sample created in PUR’s data platform
  • Estimated number of days: 3 to 5 days

Step 4 – Field check:

  • Finalize the field checks’ logistics
  • Conduct the field checks; review, assess, and potentially correct incoming data continuously
  • Lead regular check-ins with the PUR team (weekly or bi-weekly)
  • Analyse field check data against desk review to draw conclusions
  • Deliverables: Schedule & logistics for the field checks, data reviewed and checked on PUR’s data platform, minutes of meetings
  • Estimated number of days: 30 days including preparation and post-field analysis (not including surveyors’ man-days)

Step 5 – Conclusion report:

  • Share conclusions and recommendations in an Audit Report, following a template provided by PUR Lead a restitution meeting with the PUR team
  • Deliverables: Audit Report, in English and in the country’s language (if relevant), restitution presentation materials
  • Estimated number of days: 5 days

We are looking for a consultant or certified auditor with:

  1. Engineer or Master’s Degree in Forestry, Agriculture, Natural Resources Management, or equivalent expertise
  2. Strong leadership and experience in team management and coordination of various stakeholders
  3. Capable of building, training, and managing a team of surveyors to support the field checks
  4. Comfortable with both field and office work
  5. Well-organised and diligent in providing regular updates & feedback
  6. Good oral and written presentation skills
  7. Familiar with the Isaan region (native from the area is a strong plus)
  8. Proficient in the use of the ODK / Kobo Toolbox ecosystem, Microsoft Office Suite, GIS and Google Drive
  9. Fluent in Thai and English
  10. Work permit or company registered in Thailand, with the possibility to issue bills or invoices
