Position Overview:
The Head of finance and grants reports directly to Country Representative of the country team in Thailand and technically reporting to Senior Finance Director at head quarter. The position is responsible for overseeing the project finance, accounting, grants and compliance teams. This role involves managing the day-to-day operations of these three teams and ensuring efficient coordination and execution of their respective responsibilities. Moreover, the role also requires strategic thinking, meticulous attention to detail, and strong leadership and team management skills. The position holder will work closely with head quarter finance team, program and operation staff, and downstream partners to ensure the effective operation of program activities, maintain financial health of the organization, minimize the financial risks to the programs, strengthen the internal control procedures and its compliance across all departments.
Primary Responsibilities
- Managing and overseeing the accounting, internal control, project financial management of the organization and strategic analysis of organization’s financial health.
- Maintain full integrity in operation and ensure compliance with the procedures, policies, laws and regulations of the country of operation etc.
- Ensure standardization of the best and acceptable practices, and implementation of the policies.
- Responsible for the professional development plan for the finance staff members and the allocation of finance functions in Thailand.
- Regularly oversee, analyze and report REACH financial health, the core management budget and cost.
- Provide strategic direction and guidance to the finance team and senior management on financial planning, budgeting, and forecasting.
- Responsible to ensure the compliance with the accounting and reporting standards of Thailand.
- Provide capacity building training to Finance and non-finance staff.
Regular Responsibilities
Financial
- Regularly coordinate with staff from different unit and or field offices to ensure standardization and adaptation of best practices in financial management and suggest modification to existing in-country policies and procedures for betterment in internal control, risk management and compliance.
- Responsible to maintain, update and analyze REACH’s strategic core budget vs cost and regularly report to Country Representative.
- Review the organization’s online and credit card expenses and payments.
- Ensure project finances and operations adhere to relevant Thai laws, including oversight and filing of necessary taxes.
- Assist in preparing Annual Operation Budget, provide support to project budgeting and overseeing financial health of REACH.
- Develop tracking and reporting process and tools for internal external financial reports, Standard Operating Procedures and ensure the reports meet the needs.
- Responsible to ensure the accuracy, completeness and timeliness of accounting and reports.
- Responsible to ensure timeliness, accuracy and completeness of the accounting system as well as the compliance with the requirements of REACH and donors.
- Facilitate internal/external audits and donors as necessary.
Grants and Compliance
- Provide strategic leadership to the grants and compliance team and oversee all aspects of grant management and compliance within the organization.
- Supervise and provide support to grant team to monitor the entire grant life cycle, ensuring an accurate, efficient, and transparent process from proposal to project closure.
- Monitor the grant management process in compliance with donor agreements and internal controls, provide timely feedback to internal REACH team members and downstream partners. It includes pre-award assessments, risk analysis, report generation, and
- Build internal capacity of grant and compliance team and other departments for consistent use of grants management tools and follow grant management manual.
- Ensure compliance with donor regulations, maintaining effective communication channels with relevant stakeholders, and advising on necessary actions to mitigate compliance risks.
- Ensure timely submission of donor reports and effective communication with grant recipients.
Leadership and Team Management
- Team Leadership and development: Lead, mentor, and manage the finance team, ensuring alignment with the organization’s goals and professional growth of team members. Promote a positive and collaborative team culture.
- Performance Management: Set performance objectives, conduct regular performance evaluations, and provide constructive feedback and support to enhance the effectiveness and efficiency of the finance, grants and compliance team.
- Capacity Building: Identify training needs and opportunities for continuous learning within the finance and grants team, ensuring they have the skills and knowledge required to meet the organization’s financial and grant management needs.
- Cross-Departmental Collaboration: Collaborate with other department heads to ensure financial perspectives are integrated into organizational planning, decision-making, and performance evaluation.
- Change Management: Lead change initiatives within the department, including process improvements, system implementations, and adoption of best practices.
Partner Support
- Provide oversight to ensure grants management are carried out in accordance with the standard of REACH and incompliance with the donor requirements.
- Ensure the necessary supports are provided to partners by finance and grant focals.
- Conduct occasional monitoring visit to partners and facilitate the development of financial and grant management capacity development plan for partners.
- Work closely with downstream partners to ensure necessary technical support and oversight of the grants implemented by partners.
Organization Representation
- Represent REACH in external communication such as donor, partners, suppliers, audit etc. as assigned by the supervisor.
- Perform other finance, accounting and grants related duties as requested by the supervisor
ESSENTIAL SKILLS
- University degree (B.A./B.S. or higher) in Accounting, Finance (CPA, ACCA) or similar degree.
- Master degree holder preferred (Master in Business Administration or Accounting or similar degree)
- At least 7-10 years of experience working in INGO setting overseeing the grants, accountings and financials with minimum 5 years at managerial level in finance and grants management.
- Strong computer skills especially in Excel, PowerPoint and Sun accounting system.
- Excellent written and verbal communication skills in Thai and English.
- Skills in managing changes, providing capacity building trainings, team building, ensuring quality and achieving results.
- Ability to work under pressure and effectively in a complex work environment, setting competing priorities and willingness to travel.
- Excellent interpersonal skills, including cultural sensitivity, assertiveness and negotiating skills.
- Ability to carry out the responsibilities independently with minimal technical support.
