Summary Job Responsibilities
Under the direct supervision of Program Director, the Program Manager will be responsible to
- Ensure the assigned project is well managed and in order to achieve quality outcomes
- Regularly assess and track the quality-of-service delivery under respective programs and take follow – up actions to safeguard the quality service provision
- Be proactive and energetic to assess and analyze progress, challenges and risks in the project implementation and deliver the results and regular reporting to supervisors to take timely action
- Coordinate with different stakeholders, partners and donors to inform project plan and updates regularly to get consensus and take the actions on time
- Prepare accurate and timely progress reports throughout its life cycle and submit to the Program Director, stakeholders and donors
- Represent REACH to external stakeholders including partners, donors and other Stakeholders
- Support local partners in terms of technical and logistic aspects
Primary Responsibilities
- Lead in development of periodic workplan, budget and donor reports
- Working closely with project staff and M&E staff, contribute to REACH’s internal monitoring and evaluation efforts
- Ensure meeting of program deadlines of both REACH and partners
- Mitigation of risks, including programmatic and political, during program implementation and dealing with stakeholders
- Support the capacity building of program team members by organizing relevant technical trainings
- Demonstrate effective and proactive leadership among team members as well as other units
- Provide both administrative, logistic and technical guidance to the project team together with Program Director
- Maintain close and efficient communication with partners and stakeholders
- Work closely with logistics and procurement team to develop procurement plan and purchase necessary equipment and supplies
- Working closely with the finance team and contribute to the oversight and management of partners including preparation of LOAs, oversight of partner payments, adherence with donor requirements and timelines, and timely submission of partner reports
- Supervise program team in timely submission of monthly cash projection
- Review and provide feedback to program Budget Vs Actual report
- Ensure program expenses are line with REACH’s internal control as well as donor requirements
- Actively participate respective program and project audit when required
- Conduct periodic staff meeting, evaluate team performance, provide feedback and required assistance to optimize overall team performance
- Assist supervisor in the development of letters of intent, concept notes, and grant proposals, as required
- Other relevant duties as assigned by supervisor
Partners Support
- Support local partners in development, implementation and review of effective interventions based on cultural and situational appropriate adaptations
- Enhance the capacity of local partners to ensure successful implementation of the Program
- Organize supportive supervision visits to partner areas and provide coaching when relevant
- Meet regularly with leadership of partner organizations in order to ensure the relevance of REACH’s support, and to monitor progress toward mutually established goals and objectives as part of our grant obligations to our donors
- Participate in assessment, survey and research conducted by the partners (if necessary)
Capacity Building and Supporting other Staff
- Supervise and provide necessary support to program staff of assigned project
- Any organizational development and capacity building support as needed
Operations and Administration
- Work closely with the finance team and program staff to prepare annual and quarterly budgets, forecasts, and financial reports, and to ensure all program expenses are within budget and have appropriate supporting documentation
- Work with the finance team to ensure REACH’s internal control policies, systems, practices are in place
- Work closely with logistics team to ensure all supplies and equipment are procured and distributed in timely manner, to ensure proper stock and management systems and practices are in place
- Work closely with HR/admin team to ensure HR/admin policies, procedures, processes are in place
Organization Representation
- Represent REACH in donor and other stakeholder meetings
- Actively participate and represent REACH in relevant coordination meetings with implementing partners under assigned projects
- Establish, strengthen and sustain the good relationships/ coordination with donor agencies, implementing partners, local authorities and other relevant organizations
ESSENTIAL SKILLS
- University degree in Health and Public health related (MPH or relevant master degree preferred)
- Minimum 5 years practical experience in health projects/ humanitarian projects or similar position in an international organization
- Proven strong experiences in program management, stakeholder management and team management skill
- Experience of working in a multicultural and low-resource setting
- Ability to quickly develop a strong understanding of the local cultural and political context
- Ability to establish good working relationships with colleagues and stakeholders with different cultural backgrounds
- Strong and effective leadership skills, and ability to drive and motivate others
- Good presentation skills, writing and analytical skills; with fluency on both written and spoken English
- Good software skills for MS Word, Excel, PowerPoint and Google Suite
- Demonstration skills in community engagement, training, planning, monitoring and evaluation
- Flexibility to allow for travel (up to 30% of work time), variable working hours, and some modifications of tasks and responsibilities as team and project needs change
