Summary Job Responsibilities
The HR Manager is responsible for overseeing HR strategies, policy implementation, and operations in compliance with the country’s labor laws. This role ensures that all aspects of human resources practices and processes are effectively managed to support the organization’s needs and achieve its strategic objectives. The HR Manager promotes corporate values and drives success through comprehensive human resources management, including recruitment, performance management, training and development, talent management, and employee relations.
HR Operations Management
- Ensure efficient HR management of staff and contractors in compliance with Thailand’s legal framework and CPI regulations.
- Monitor, check, and ensure the monthly payroll salaries and benefits and the payment of staff Thailand as well as legal obligations (income tax, social security, etc.) and oversee service payments for contractors and interns.
- Ensure HR software (BambooHR) is running well and updated the staff information, upload the relevant documents in the system.
- Ensure organograms are up to date.
- Ensure a recruitment system and help with the implementation of recruitment policy from the identification of the need for recruitment to the finalization of the employment contract.
- Establish a talent pool system and coordinate with relevant team leaders to update the talent pool regularly.
- Monitor, check, and ensure contract and TOR for staff and consultants that are compliant with Thailand labor law and organization policies.
- Oversee maintenance of an online HR information system, ensuring that data is accurate and up to date.
- Establish a proper orientation system and make sure that orientations are organized effectively.
- Ensure staff onboarding, coordinate and manage the entire onboarding process, including orientation sessions, resource allocation, and documentation, to ensure new hires integrate seamlessly into the organization.
- Oversee and monitor, the employee probationary period for all employees and follow up properly with Line Managers before the end of probationary periods.
- Oversee the offboarding process, including exit interviews, deactivation of accounts, and compliance with legal and organization policies, to ensure a smooth transition for departing employees.
Performance Management, Learning & Development Management
- Make sure staff performance appraisals are implemented according to policies.
- Provide professional orientations and advice to the line manager on Performance Appraisal to all staff members including poor performance management.
- Develop a Learning and development database based on the training needs through Performance objectives and appraisals.
- Coordinate with the Line Manager and staff in the Thailand program on their annual training schedule and plan.
- Work closely with Thailand staff, providing them with training (including induction and refresher training), coaching, and support on the full range of HR activities in order to ensure that they have a fair and consistent approach to staff management.
Employee Relations
- Develop programs on employee relations, staff well-being, and other organizational initiatives to build a strong employee relation.
- Foster a positive working environment through effective employee relations practices.
- Facilitate conflict resolution and disciplinary actions as necessary.
- Organize and facilitate regular staff forums to encourage open communication and feedback.
- Plan and execute staff retreats to promote team building and staff well-being.
Manage HR team members
- Recruit HR line staff when needed, manage and give guidance, coach, mentor, and train HR team members.
- Organize a monthly meeting (HR action plan, objectives of the department, needs for training, etc.).
- Oversee HR team members’ career development, defining training needs and providing guidance on professional development.
Operations Management
- Serve as the primary point of contact and coordinate with Thai authorities regarding income tax and social security fund matters.
- Contribute to the development of the work plans and reports for any HR-related matters with the supervisor.
- Professional in collaboration and operating with the Operations and Program team.
- Respond promptly and professionally to any HR queries and HR requests.
- Organize meetings, workshops, and other discussion forums to establish a dialogue on HR and findings for continual improvement.
- Perform other relevant duties assigned by supervisors.
ESSENTIAL SKILLS
- Bachelor’s degree preferably in business administration/human resources or a related field.
- At least 5 years of HR Management experience in a related position and NGO work is a plus.
- Excellent verbal and written communication skills and presentation skills, in English.
- Good in relationship-building and trust-building.
- Good coordination, service mind, and ability to manage simultaneous priorities under deadlines.
- Ability to coordinate team and provide supervision and mentoring to multiple staff.
- Strong organizational skills and ability to prioritize multiple tasks.
- Ability to work quickly and accurately under time pressure and tight deadlines.
- Proficiency with PC-based software, Word, Excel, PowerPoint.
- Ability to handle sensitive confidential information.
