RTI is currently accepting applications for a Provincial Advisor for Thailand. This position is for the USAID-funded Country Health Information Systems and Data Use program (CHISU) in Thailand, implemented by JSI Research & Training Institute, Inc. with RTI International (RTI), Vital Strategies, Macro-Eyes, Jembi Health Systems, and Global Evaluation and Monitoring Network for Health (GEMNet-Health).

This activity aims to support the Thailand Ministry of Public Health (MOPH) in the final stretch of eliminating malaria in the country. Thailand has set the national goal of zero local transmission of malaria by 2024 and has met the criteria for inclusion in the World Health Organization (WHO) E-2025 initiative, a program for countries that are on the cusp of eliminating malaria.

Reporting to the Resident Advisor, the Provincial Advisor and Coordinator will perform a range of tasks to handle outbreak situation especially border provinces, coordinate with provinces to strengthen malaria surveillance systems, intervention implementation, case finding. Support the provincial programs to monitoring and evaluate strategies and tools for implementation and scale-up. Support the provincial programs to generate, analyze, and use strategic information including capacity building strengthening. The analyses can be included in provincial strategic planning or scientific articles and presentations in strategic regional and international conferences. The provincial advisor and coordinator will also support the development of malaria information systems and routine collation of quantitative data for monitoring progress and reporting requirements. They will participate in meetings, trainings, and workshops as required to ensure best practices and lessons learned are captured and disseminated.

This individual should have experience in providing coordinating GOs, NGOs, Community organization and good skill of data analysis and presentation support to organizations. They must be a Thai national. This position will be based in Bangkok, Thailand, but require travelling to provinces.

Responsibilities

  • Develop and manage relationships with ODPC, PHO, VBDC, and technical partners, development partners, and consultants;
  • Mentor subnational counterparts in conduct data analysis and use the results and methods to improve malaria control strategy and intervention implementation for an outbreak situation.
  • Work with subnational counterparts to prepare for data verification and to assess new tools for completeness and reliable data that will be use for those analysis;
  • Extract, clean, and analyze routine malaria data from surveillance databases, including Malaria Online and the integrated Disease Efficacy Surveillance (iDES) system;
  • Prepare data tabulations, reports, and presentations to support project activities;
  • In collaboration with RA, and partners, support the development of scientific manuscripts on malaria outbreak management, control and elimination in Thailand;
  • Contribute to project monitoring by implementing surveys and collecting and analyzing data on key indicators;
  • Support preparation of quarterly progress reports on the status of project implementation; contribute to other project reports such as annual work plans;
  • Provide technical input for Communications and Knowledge Management Officer to develop communications products;
  • Participate in key meetings with DVBD, USAID, implementing partners;
  • Perform other program and project activities as assigned.

Qualifications

Bachelor’s Degree and 8 years of experience, Master’s degree and 6 years of experience, PhD and 1 years of experience, or equivalent combination of education and experience.

Skills & Abilities

  • Proficiency in standard office computer applications (Office 365, MS Word, Excel, PowerPoint);
  • Ability to communicate and liaise verbally and in writing with partners/vendors/suppliers/visitors and staff, and interpret/respond clearly and effectively to verbal or written instructions;
  • Knowledge of USAID regulations, systems and procedures is preferred;
  • Results-oriented, team player and has excellent interpersonal skills;
  • Has initiative and can work with little supervision
  • Ability to work independently and within matrix project and program teams
  • Attention to detail and accuracy
