Reach for Equity (REACH) is dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian, and development needs. Reach for Equity focuses on helping communities affected by conflict, violence, and displacement in remote and hard-to-reach contexts and marginalized by poverty and exclusion.

Primary Responsibilities

  • To adhere the rules and regulations, procedures, and policies of REACH and donors.
  • Initiate, track and recorded transfer funds to partners (support to program and finance team).
  • Estimate the project cash requirements for the coming month and submit requests to Finance Team at Thailand.
  • Verify and reconcile all receipts and payments of partners on quarterly basis in alignment with Donor Guide lines, REACH Policies, Partners’ Policies and audit requirements.
  • Verify and code all receipts and invoices, enter them in accounting software (SUN) and EXCEL according to REACH financial policies and guidelines.
  • Ensure that all disbursements and receipts are properly authorized by Manager.
  • Ensure that all disbursements are properly documented (PRF, Advance Cash request, receipt, invoices, quotations, goods received note, distribution form, etc.), verify and authorized before payments are made.
  • Keep track of all payment of cash advances and ensure that all advances are accounted for within guidelines.
  • Prepare disbursement/cash/Cheque/bank transfer payment vouchers.
  • Enter or record all cash/bank transactions in the Excel cash/bank books.
  • Undertake any other relevant duties as may be assigned from time to time by supervisor.

Regular Responsibilities

  • Provide finance support to the Program team and partners that ensure process integrity.
  • Ensure internal control procedures are followed for all cash disbursement, receipts and transfers.
  • Maintaining internal controls over the receipts, disbursements and management of project resources, ensuring that all transactions are adequately authorized and properly supported.
  • Have a proper filing system maintaining up to date documentation of expenditures, vouchers, and related financial records.
  • Assist and provide information for internal and external audit.
  • Assist preparation of monthly financial report.
  • Monitor staff advance request and reimbursement are in line with monthly cash projection.
  • Ensure the coding contained on disbursement vouchers are accurate as per Chart of Account (COA) and check the expenditures are reasonable, relevant, and according to the monthly cash projection and approved budget for REACH and Partners.
  • Record and prepare monthly financial report and sent to relevant finance focals in timely manner.
  • Ensure there is sufficient cash available in field office and maintain cash in safely manners.
  • Perform archiving of the accounting documents.

Partner Support

  • Monitor and follow up the sub-grants and/or payments to partners and report to Finance Manager as needed.
  • Check and compile partner financial report, send to Finance Manager and analyses partner BvA.
  • Train partners on accounting, financial reporting and record keeping.
  • Provide guidance on financial recording and reporting system to REACH’s new local partners.
  • Travel to project sites of partners for monitoring financial management skill of partners and local group accountant.
  • Regular review and analyze the actual and budget comparison of partners.
  • Monitor on the financial management of partners in order to maintain the auditable good practices system are in place in partners.

Capacity Building and Supporting other Staff

  • To assist program focal in preparing REACH annual budget as well as for REACH’s partners.
  • Working collaboratively with the Yangon finance team as necessary.
  • Encourage overall program cohesion through communication and facilitating the submission of finance reports.

 Operations and Administration

  • Manage, organize, and update partners’ relevant data using spread sheets.
  • Review financial reports sent by partner quarterly and to make sure to meet REACH financial guide line for partner.
  • Comply review the inventory reports for the REACH Partners on quarterly basis, and develop to final report to submit to Finance Coordinator for review.
  • Ensure compliance with REACH Policies and Donor Guide lines.
  • Develop financial and statistical report for quarterly variance analysis.

Organization Representation

  • Participates to coordination meetings, staff meetings. 

ESSENTIAL SKILLS

  • Com/ B. Act or University degree and a diploma in Accounting Finance or related field.
  • At least 3 years’ experience in related position. Project financial management experience is preferred.
  • Fluent in written and spoken English, Thai/Karen (preferable).
  • Knowledge and experience in the use of computerized accounting. Sun Fix software is preferred.
  • Competence in using information technology, word-processing, spreadsheets and power point software.
  • Excellent organizational, planning, and interpersonal skills.
  • Exposure to NGO work is an advantage.
  • Able to travel around Thailand.
