Project Description 

End Wildlife Crime is a five-year activity that builds upon the successes of prior USAID/RDMA CWT activities, notably the USAID Wildlife Asia Activity and the USAID Reducing Demand for Wildlife Activity. To combat the ongoing demand for wildlife parts and products, the EWC activity will build and expand upon this work by taking a whole of society approach. The activity will encourage all people, including young people, women, Indigenous communities, faith-based groups and environmental organizations, to join efforts in protecting wildlife and expands the role of civil society to become active participants in the fight against illegal wildlife trade. 

Responsibilities

RTI is seeking a Senior Operations Manager for USAID End Wildlife Crime. The Senior Operations Manager will be responsible for supporting overall local project operations in Thailand.

This position will be based in Bangkok, Thailand and will report to the Chief of Party. Thai nationals are encouraged to apply.

Roles and Responsibilities

Project Operations:

  • Manage day-to-day operations of Bangkok office: supervise procurement and administration.
  • Oversee the organization of workshops and other project events, provide support for visa processing for staff.
  • Provide leadership and support during project implementation and close-out regarding setting up the project office, bank account, operations and logistics, staff administration, etc.
  • Support overall HR, Financial, and IT needs of the project as needed.
  • May serve as RTI’s country legal representative.
  • Assist in recruitment, development of scope of work for short and long-term assistance, providing country- and project-specific orientation and on-boarding for new project staff.
  • Responsible for maintenance of End Wildlife Crime Staff Attendance Register and Staff Leave Record.
  • Oversee office functions, such as maintenance and equipment contracts, documentation and filing systems, office service contracts, etc.
  • Oversee Procurement and Administration Specialist to ensure we are appropriately tracking and compliant with procurements and procurements needs of the project are being met.

Human Resources:

  • Serve as HR representative and will liaise with RTI Human Resources business partner in the Asia Regional Office.
  • Perform day to day clerical administrative HR activities, new hire orientation, recruitment support for LN staff.
  • Provide day to day support and management of project HR activities and deliverables.

Facilities and Inventory Management:

  • Maintain operational and inventory management guidelines.
  • Support End Wildlife Crime workspace and materials requirements (e.g. inventory of office consumables, office supplies, etc.)
  • Responsible for updating RTI Assets Management Systems (RAMS) and putting guidelines in place to ensure all RTI assets are safeguarded and used properly and maintain the inventory system of non-expendable and supplies according to RTI procedures.

Logistics:

  • Oversee and coordinate financial and administrative logistics related to meetings, training events, seminars and other activities including arranging for training sites, transport, meals if appropriate.
  • Oversee and coordinate all logistical support for staff and consultants, including transport and other travel requirements, hotel accommodations, conference bookings, etc.
  • Monitor local service providers’ performance in project administration and logistics support, including local travel and lodging arrangements and procurement of rental items and services necessary for implementation of project activities.
  • Support project team with travel arrangements as needed.
  • Support events, conferences, and workshops with administration and logistics needs including arranging refreshments and venues, maintaining meeting calendar, taking notes during meetings and events, and distributing minutes to attendees as needed.

Qualifications

  • Bachelor’s degree and 12 years of experience, master’s degree and 10 years of experience, or equivalent combination of education and experience.
  • Demonstrated experience in the operational and administrative management of international-donor-funded projects, experience with USAID-funded projects strongly preferred.
  • Demonstrated knowledge, skills, and/or experiences in procurement, logistics, inventory management, and operations oversight.
  • Demonstrated managerial experience and skills. Experience with managing HR functions strongly preferred.
  • Familiarity with USG cost accounting standards and other procurement standards strongly preferred.
  • Proficiency in Oracle, Microsoft Office, or other relevant software preferred.
  • Excellent communication (written and oral) skills.
  • Fluency in English and Thai required.
  • Ability to work throughout Thailand.
