  1. Background

The Lao and Luxembourg governments decided for the fifth Lao-Luxembourg Indicative Cooperation Programme (ICP V) to maintain and deepen collaboration nationally, but with emphasis on the provinces of Bokeo, Bolikhamxay, Khammouane and Vientiane, through following four sectoral programmes (2023-2027) with a total budget of approximately 100 million EUR, as follows:

  • Health and Nutrition (H&N) with a budget of 32,5 million EUR.
  • Local Development with a budget of 34 million EUR (including Swiss co-financing).
  • Skills for Tourism, Agriculture and Forestry (STAF) with a budget of 25 million EUR (including Swiss and EU co-financing).
  • Rule of Law, Access to Justice and Good Governance (ROLAG) with a budget of 9 million EUR.

The Health and Nutrition programme is the continuation and further expansion of two previous healthcare support initiatives named Lao-Luxembourg health sector support programme (LL-HSSP). The programme will work in close cooperation with the United Nations Joint Programme (UNJP), especially at the provincial level in the fields of Reproductive, Maternal, New-born, Child, and Adolescent Health (RMNCAH) and nutrition – latter in close concert with ongoing initiatives undertaken by Caritas Luxembourg.

  1. OBJECTIVES

The primary goal of the Emergency Medical Adviser (EMA) role is to offer coaching and expert guidance to healthcare professionals in hospitals, facilitating the effective implementation of quality-of-care initiatives at both provincial and district levels. The overarching aim is to strategically reduce the disease burden in the Emergency Room (ER) Department and Intensive Care Unit (ICU) through streamlined patient care, heightened standards of healthcare quality, a focus on patient safety, and the successful coordination of emergency care activities.

  1. MAIN RESPONSIBILITIES

Specific duties and related tasks are categorized into four focus areas:

Streamline patient care: Efficiently organize patient flow in emergency care, emphasizing patient-centered services and adapting service delivery to individual needs.

  • Develop and implement a patient triage system for the emergency department, ensuring rapid assessment and prioritization of cases based on severity.
  • Collaborate with healthcare providers to design and implement customized care plans for high-need patients, improving overall patient satisfaction and outcomes.
  • Develop and execute on the job trainings for healthcare providers on efficient communication strategies during high-stress situations, improving overall teamwork and patient care.
  • Utilize data analytics to identify bottlenecks in patient flow, implementing targeted interventions to optimize resource allocation and reduce congestion in the emergency department.

Enhance Quality of Care: advocate for and implement quality-of-care tools like clinical protocols, quality committee meetings, Electronic Medical Records (EMR), and indicators to elevate healthcare standards.

  • Establish and lead regular case review sessions to analyze patient outcomes, identify areas for improvement, and adjust clinical protocols accordingly.
  • Initiate and monitor the use of quality indicators, conducting regular audits to assess compliance with established standards and identify opportunities for performance enhancement.
  • Spearhead the integration of an Electronic Medical Records (EMR) system, promoting efficient data management and facilitating evidence-based decision-making.

Ensure patient safety: prioritize patient safety by implementing preventive measures against adverse events and creating a secure healthcare environment. Utilize evidence-based practices for up-to-date and optimal care:

  • Implement safety protocols and short training sessions for healthcare staff to prevent medication errors and other potential adverse events.
  • Conduct regular safety audits of the healthcare environment, identifying and addressing potential hazards to ensure a secure and patient-friendly setting.
  • implement regular instructions on infection control measures, ensuring all healthcare staff adhere to best practices and minimize the risk of hospital-acquired infection.

Facilitate emergency care Implementation: act as the primary representative overseeing emergency care implementation at the hospital level. Foster communication and collaboration among healthcare professionals to improve care coordination:

  • Organize regular interdisciplinary simulations for emergency scenarios, fostering a culture of preparedness and refining team coordination in high-pressure situations.
  • Develop and maintain a communication protocol for real-time updates on bed availability, ensuring efficient patient transfers between departments and optimizing resource utilization.
  • Liaise with Academic Adviser and heads of ICU and ER Departments to ensure that consistent training is provided for all relevant staff on equipment, rationale for use in order to provide excellent clinical care, in accordance with established national and international guidelines.
  • Collaborate with relevant departments to establish a protocol for seamless integration of new emergency care technologies, such as telemedicine platforms, to enhance remote consultation and support.

  1. SKILLS REQUIRED FOR THE JOB
  • Doctor of Medicine (MD) or equivalent qualification and valid license to practice medicine.
  • Minimum of 7 years of clinical experience, with a focus on emergency care and intensive care settings.
  • Proven experience in implementing and overseeing quality-of-care initiatives, clinical protocols, and quality indicators.
  • Experience as on the job trainer in ED/ICU
  • Demonstrated ability to lead and collaborate with interdisciplinary healthcare teams, fostering effective communication and teamwork.
  • Excellent English language skills.
  • Thai/Lao language skills is an advantage.
  • Previous experience in working with international organizations is an advantage.
  1. CONDITIONS:
  • Location: The Emergency Medicine Adviser will be expected to work in Emergency Room (ER) Department and Intensive Care Unit (ICU) for a period of minimum 8 months, rotating between hospitals in Bolikhamxay, Vientiane Province, Khammouane and Bokeo province upon agreement with Programme management.
  • Nature of the position: fixed-term contract, full time;
  • Duration: 24 months (renewable);
  • Expected starting date: as soon as possible, 01/03/2024;
  • Salary will be calculated based on the experience and qualifications of the successful candidate.
