  1. Background

The Lao and Luxembourg governments decided for the fifth Lao-Luxembourg Indicative Cooperation Programme (ICP V) to maintain and deepen collaboration nationally, but with emphasis on the provinces of Bokeo, Bolikhamxay, Khammouane and Vientiane, through following four sectoral programmes (2023-2027) with a total budget of approximately 100 million EUR, as follows:

  • Health and Nutrition (H&N) with a budget of 32,5 million EUR.
  • Local Development with a budget of 34 million EUR (including Swiss co-financing).
  • Skills for Tourism, Agriculture and Forestry (STAF) with a budget of 25 million EUR (including Swiss and EU co-financing).
  • Rule of Law, Access to Justice and Good Governance (ROLAG) with a budget of 9 million EUR.

The Health and Nutrition programme is the continuation and further expansion of two previous healthcare support initiatives named Lao-Luxembourg health sector support programme (LL-HSSP). The programme will work in close cooperation with the United Nations Joint Programme (UNJP), especially at the provincial level in the fields of Reproductive, Maternal, New-born, Child, and Adolescent Health (RMNCAH) and nutrition – latter in close concert with ongoing initiatives undertaken by Caritas Luxembourg.

  1. OBJECTIVES

The primary goal of the International NCD Adviser role is to offer coaching and expert guidance to healthcare professionals in hospitals, facilitating the effective implementation of quality-of-care initiatives at both provincial and district levels. The overarching aim is to strategically reduce the disease burden in the OPD and IPD Units through streamlined patient care, heightened standards of healthcare quality, a focus on patient safety, and the successful coordination of activities related to internal medicine.

  1. MAIN RESPONSIBILITIES

Specific duties and related tasks are categorized into four focus areas:

Streamline patient care in OPD and IPD units:

  • Develop and implement patient care protocols for Outpatient Department (OPD) and Inpatient Department (IPD) Units to ensure efficient and patient-centric services.
  • Collaborate with healthcare providers to establish standardized admission and discharge processes, minimizing wait times and optimizing bed utilization.
  • Introduce online consultations strategies to enhance remote patient monitoring and follow-up, especially for individuals with chronic conditions.
  • Implement data-driven approaches to identify trends in patient flow, allowing for proactive adjustments to optimize resources and reduce congestion.

Elevate Healthcare Quality Standards:

  • Lead the development and implementation of quality-of-care initiatives, focusing on evidence-based practices and guidelines for internal medicine.
  • Establish and chair quality improvement committees to regularly review and enhance clinical protocols, ensuring alignment with the latest medical advancements.

Prioritize patient safety in OPD and IPD Units:

  • Develop and implement patient safety training programs for healthcare staff, with a focus on preventing adverse events in outpatient and inpatient settings.
  • Establish safety protocols for medication administration, infection control, and medical procedures in collaboration with relevant departments.
  • Conduct regular safety audits and inspections, identifying potential hazards and ensuring compliance with international patient safety standards.

Coordinate activities related to Internal Medicine:

  • Act as a liaison between departments and hospital administration, facilitating effective communication and resource allocation.
  • Organize and lead interdisciplinary meetings to enhance collaboration among healthcare professionals involved in internal medicine, fostering a culture of shared responsibility.
  • Suggest and oversee training programs for healthcare professionals to stay updated on the latest advancements and best practices in internal medicine.

  1. SKILLS REQUIRED FOR THE JOB
  • Doctor of Medicine (MD) or equivalent qualification and valid license to practice medicine.
  • Minimum of 7 years of clinical experience, with a focus on NCD settings
  • Certification/Licence or significant experience in Internal Medicine/Family Medicine or a related specialty.
  • Demonstrated ability to lead and collaborate with interdisciplinary healthcare teams, fostering effective communication and teamwork.
  • Proven experience in implementing and overseeing quality-of-care initiatives, clinical protocols, and quality indicators.
  • Experience as on the job trainer in healthcare facilities.
  • Excellent English language skills.
  • Thai/Lao language skills is an advantage.
  • Previous experience in working with international organizations is an advantage.
  1. CONDITIONS:
  • Location: The NCDA will be expected to work in Outpatient Department (OPD) and Inpatient Department (IPD) for a period of minimum 8 months, rotating between hospitals in Bolikhamxay, Vientiane Province, Khammouane and Bokeo province upon agreement with Programme management.
  • Nature of the position: fixed-term contract, full time;
  • Duration: 24 months (renewable);
  • Expected starting date: as soon as possible, 01/03/2024;
  • Salary will be calculated based on the experience and qualifications of the successful candidate.
